PRELIMINARY ROADMAP TO THE DEVELOPMENT OF AN ELECTRONIC FOREIGN CUSTOMS INTERFACE (January 10, 2000)
This document provides a roadmap to the development of an electronic foreign customs process using Electronic data Interchange (EDI) and web technologies. It describes the current customs clearance processes and outlines a strategy for transitioning to an electronic process using EDI and the web. The document also provides an operational concept and requirements for the development of a portal web site as well considerations for future implementations.

Preliminary International Customs Methods and Making the Case for a Standard Electronic Interface (October 1998)
This report presents the results of the "Preliminary Overseas Shipment Documents Process Survey," as well as the "Preliminary Business Case for an Electronic Foreign Customs Interface. The preliminary OSDP survey contains the survey results from personnel familiar with the OSDP for the countries of interest: · The United Kingdom (UK),· Germany, · Italy , · Spain, · The Netherlands, · Hungary, · Japan , · Korea, · Saudi Arabia, · Turkey, and · Panama. Data gathering methods included telephone as well as E-Mail/Internet collaboration. The Preliminary Business Case presents the technical and economic arguments for implementing an alternative in order to achieve the stated business objective. The business objective for this task is to develop an electronic interface to foreign carriers and customs services.

Preliminary UN/EDIFACT for Electronic Customs; (October 1998)
This report presents the results of the preliminary United Nations (UN)/EDI For Administration, Commerce, and Transportation (EDIFACT) assessment. The preliminary UN/EDIFACT assessment consists of evaluating the current UN/EDIFACT standard customs messages and reviewing the North American Trade Automation Prototype (NATAP) UN/EDIFACT. The NATAP project was included in this assessment as it provides a set of UN/EDIFACT messages that have been coordinated between three countries. Data elements for these messages have been identified and implemented after agreements from each of the participating countries. The data elements that are unique to individual countries are identified and the data elements are further classified and separated for import, export, and in-transit. These NATAP messages are clearly a useful beginning for examining the use of UN/EDIFACT messages for the eleven countries of interest, although Canada and Mexico are not on our list of target countries. This preliminary report will be updated and republished as new information is gathered and additional analyses are undertaken.

Preliminary Commercial and Military Electronic Customs Interface (April 1998)
This report was developed to address, in a preliminary manner, the feasibility associated with the development and implementation of a generic electronic foreign customs interface for commercial and military cargo. The countries targeted for the feasibility study are: the United Kingdom (U.K.), the Netherlands, Germany, Saudi Arabia, Hungary, Spain, Italy, South Korea, and Japan. This preliminary document was prepared for the purposes of providing information. The information that is provided will serve as the principal foundation for the final version. The final version will contain a detailed assessment of the compatibility between commercial and military methods and the feasibility of a generic electronic customs interface.

Preliminary Overseas Shipment Operating Concepts and Military and Commercial Foreign Customs Interfaces
This report presents a preliminary analysis of the overseas shipment documents process. The defense transportation freight movement process includes four major areas: tender submission, planning, movement, and payment. The overseas shipment documents process is a part of the movement process.
