DoD is in the process of establishing a simplified baseline of the best common information systems across different functions of the Department. Several existing legacy systems have been identified to be replaced by migration systems. The following are two examples of migration systems that are currently under development and/or evaluation.
A2.1 Global Air Transportation Execution System
Global Air Transportation Execution System (GATES) is being developed as a fully integrated system to support USTRANSCOM's Defense Transportation Systems 2010 and DoD's ITV Integration Plan requirements. Transition legacy transportation systems will be transition from a proprietary environment to an open systems environment. Utilizing off-the-shelf technology coupled with reuse efforts, GATES will provide air segment ITV, information integrity, and interoperability among commands. Development and implementation of GATES will follow an incremental approach. Increment 1, Fiscal Year 1997 (FY97), will provide automated data capture; the ability to plan, control, or direct transportation activities; comprehensive aerial port cargo and passenger execution; historical or contingency movement statistics; and non-repudiated EDI capability with commercial shippers or DoD agencies. It also provides electronic interfaces with other systems used to manage transportation assets transiting aerial ports. Increment 2, Fiscal Year 1998 (FY98), will have the ability to capture and transmit classified transportation information. Increment 3, Fiscal Year 1999 (FY99), will have the ability to transmit digital data to and from the aircraft, combined with emerging user technologies such as electronic forms.
A2.2 Transportation Coordinator's Automated Information for Movements System II
Transportation Coordinator's Automated Information for Movements System II (TCAIMS II) is part of the reengineering of the DTS that will empower the user with the ability to:
· Build automated unit equipment lists from standard retail supply and personnel systems.
· Plan convoys.
· Request convoy clearances.
· Request transportation support from all modes.
· Conduct load (air/sea/rail) planning.
· Model and simulate movements and their operational impact on operational plans.
· Enter equipment into the strategic transportation systems.
· Provide enhanced unit/sustainment intransit visibility data.
· Execute day-to-day operations of the Installation Transportation Office (ITO) and TMO.
TCAIMS II will be an aggregation of the following:
· CMOS
· Air Transportation Command and Control System (ATCCS)
· TCACCIS
· Air Movement Flow Table (AMFT)
· Department of Army Movements Management System-Redesign (DAMMS-R) Block II
· Marine Air Ground Task Force War Planning System II (MAGTF II) Deployment Support System (MDSS)
· TCAIMS
· Air Load Module (ALM)
· Integrated Computerized Deployment System (ICODES)
When operational, TCAIMS II will be a DoD standard for garrison and deployment operations in peace or war. Prototypes of the system were released November 1996 and are currently undergoing review by users.
